The Navy's home port, which is on England's south coast. The town was naturally a bustling, rough place, especially busy now that England is at war with France.

The distance to "town" (which means London) is about 100 miles and so a substantial journey for the little girl. Journeys of this sort were fraught with anxiety for small children, as we know from Dickens.
